66 Making preventative authorisation order On application under section 64, the Supreme Court or the Magistrates Court may, by order, authorise the exercise of powers under division 3.4 if the court is satisfied, on reasonable grounds— (a) that a terrorist act is happening or will happen some time within the next 14 days; and (b) that the authorisation would substantially assist in preventing the terrorist act, reducing its impact or both; and (c) if the authorisation is for or includes an area—that it is reasonably necessary to give the authorisation for that area.
