25 Records of agency that no longer exists etc (1) If an agency (the original agency) is abolished or otherwise ceases to exist, the records of the agency become the records of— (a) the agency that exercises the functions of the original agency to which the record most closely relates; or (b) if the head of service directs that the record becomes the record of an agency—that agency.

(2) A person is entitled to access under this Act to a record of an agency that is open to public access. 27 Requests for access (1) A person who wishes to have access to a record of an agency that is open to public access may apply to the agency. (2) An agency must take reasonable steps to assist a person to make a request in accordance with this section. (3) An agency to which a request is made in accordance with this section must comply with the request within a reasonable time.
