What it does
The endnotes supplied with this compilation perform three concrete, mechanical functions. First, they state the purpose of the endnotes themselves: to provide information about the compilation and the compiled law (Endnote 1). Second, they supply a short set of technical tools and metadata used within the compilation. These include an abbreviation key (Endnote 2), detailed legislative-history entries that record registration and commencement dates and any application, saving or transitional provisions not printed in the body of the compilation (Endnote 3), and an amendment-history index that identifies which provisions of the compiled law were amended and how they were described (Endnote 4). Third, the endnotes signal the compilation’s editorial conventions for dealing with misdescribed amendments, by noting the use of the “(md)” and “(md not incorp)” notations in the amendment history (Endnote 4).
Mechanically, the endnotes are not a substantive amendment to the primary instrument; they operate as metadata and editorial apparatus for the compilation. Endnote 3 supplies a table that lists the titles of the instruments relevant to the compilation, FRLI registration dates, commencement dates, and an “Application, saving or transitional provisions” column that in the sample rows contains a dash for the entries shown, indicating no such provisions are recorded in those rows. Endnote 4 supplies a table that records which provisions were affected and how they were affected, including entries such as “Section 5 am. No. 1 of 2017” and more complex entries for Schedule items and clauses. Endnote 2 sets out abbreviation keys used elsewhere in the endnotes, for example “ad = added or inserted” and “am = amended”.
The text includes specific instrument titles and registration identifiers. The legislative-history table names “Television Licence Area Plan (Brisbane) 2012” and multiple variations from 2013-2016, together with a 2017 consequential-instrument “Broadcasting Services (Technical Planning) Guidelines (Consequential Amendments) Instrument 2017 (No. 1)”, and records FRLI registration file numbers for some items (for example “see F2012L02495” for the 2012 plan). For selected entries the table records commencement dates, for example the 2012 Plan is shown with commencement on 29 May 2013.
