##### 81 When chart or manual binds carrier Subject to section 82, a chart of accounts or cost allocation manual is binding on a carrier from the later of the following days: (a) the day after a copy of the chart or manual is received by the carrier; or (b) the day specified in the chart or manual as its day of effect.
