12 Role of Secretary in industrial proceedings
The Secretary is, for the purpose of—
(a) making any determination under section 13, or
(b) any proceedings relating to members of the Teaching Service held before a competent tribunal having power to deal with industrial matters,
taken to be the employer of those members.
