346 Accelerating trial of persons not under committal
When an indictment is filed in the Supreme Court against any person who has not been committed for trial upon the charge set forth in the indictment, and the accused person is not brought to trial within a year after the indictment is so filed, the court may, upon the application of the accused person, order him to be discharged from all proceedings on such indictment.
