What it does
This instrument is a Tariff Concession Order (TCO) numbered 0842570 made under section 269P of the Customs Act 1901. Its operative declaration appears at the head of the instrument: the delegate of the Chief Executive Officer, Damien Beaumont, declares that the goods described in Column 1 of the Table are "goods to which the item in Part III of Schedule 4 to the Customs Tariff Act 1995 specified in Column 2 of THE TABLE applies." The instrument records an operation date of 04.12.08 (noted as "Op. 04.12.08 - TC 0842570") and a signature line dated 27 February 2009. The Order expressly states it "shall have effect from 04.12.08 and continue in force until revoked under sections 269SC or 269SD of the Act, or the date, if any, specified in Column 2."
Mechanically, the Order performs a single discrete legal act: it identifies a tariff classification (8419.90.00) and a detailed description of the goods (parts of coffee making machines, listed item-by-item), and records that the Schedule 4 item identified in Column 2 applies to those goods. In the Table Column 2 the Schedule 4 Item Number is recorded as "50"; the Table does not specify a "last date of effect" in the available text. The Order therefore binds the identified goods to be treated as goods to which the referenced Schedule 4 Part III item applies, effective 4 December 2008, until the instrument is revoked under the statutory revocation provisions cited (ss 269SC or 269SD), or until any expiry date that might be recorded in Column 2 (none is printed in the source).
The Table sets out the customs tariff classification (8419.90.00) and enumerates, in structured subparagraphs (a)-(az) with continued items on a second page, an extensive list of parts: axles, bases, blocks, burrs, chassis, coin acceptors, command units, connections, containers, controls, covers, displays, doors, drains, elbows, feet, fittings, flanges, flow units, frames, fronts, guides, handles, holders, hoods, housings, joints, junctions, lids, lifters, mechanical units, mills, modules, nulls, outlets, panels, pipes, pistons, pluggers, pods, probes, processing units, profiles, replenishment units, retrofit kits, sidewalls, suctioners, supports, thermoblocks, trays, tubes, unions, and the like. The instrument is two pages long and bears the delegate’s signature block dated 27 February 2009.
