What it does
This instrument is a Tariff Concession Order (TCO) issued under section 269P of the Customs Act 1901. The delegate (Wendy Knowles, a delegate of the Chief Executive Officer) declares that the goods specified in Column 1 of the Table are "goods to which the item in Part III of Schedule 4 to the Customs Tariff Act 1995 specified in Column 2 of THE TABLE applies" (text at top of the Order). The Order states an operative commencement date, "This Order shall have effect from 13.06.07", and that it will "continue in force until revoked under sections 269SC or 269SD of the Act, or the date, if any, specified in Column 2" (the instrument’s terms).
Mechanically, the Order identifies a tariff classification and a set of goods described by material and form. The Table records a Customs Tariff Classification shown in the embedded table as "7323.9 4 .00" in Column 1, and in Column 2 the Schedule 4 item number "50" is recorded. The textual description lists the covered goods as "KITCHENWARE, enamelled iron or steel, being ANY of the following" and enumerates a long set of specific articles (for example, baking tins, colanders, kettles, pressure cookers, trivets, wine racks, woks, and many more across subparagraphs (a) to (av)). The Table also contains administrative notations: the entry "Op. 13.06.07 - TC 0708940" and the signed delegate block "Wendy Knowles ... Dated 09 November 2007".
The Order therefore performs one discrete administrative function: it declares that a particular set of goods, identified by tariff classification and by a detailed list of enamelled iron or steel kitchenware articles, are goods to which a specific item in Part III of Schedule 4 to the Customs Tariff Act 1995 (item number 50) applies. The Order does not itself reproduce the text of the relevant Schedule 4 item or the provisions of the Customs Act; it refers to those statutory sources for the legal effect of applying the Schedule 4 item. The Order also specifies its effective date and the statutory pathways for revocation, namely sections 269SC and 269SD of the Customs Act 1901.
