This order declares that a specific formulation of polybutylene terephthalate/polyethylene terephthalate alloy granules (with tightly specified glass fibre content, tensile modulus, melt flow, and density) are goods to which Item 50 in Part III of Schedule 4 to the Customs Tariff Act 1995 applies, effective 27 April 2007. It is made under s.269P of the Customs Act 1901 by a delegate of the Chief Executive Officer.
Mechanically, the instrument changes tariff treatment for importers of these granules (they qualify for the Schedule 4 item if the product meets the listed specifications). Qualification requires measurement against the technical limits (±5% tolerance) and the concession can be revoked under ss.269SC/269SD, creating ongoing compliance and administrative discretion.
