This Order grants a tariff concession (Schedule 4, Part III item 50) to vehicle‑mounted material conveyors classified at tariff code 8705.90.00, effective 13 April 2006 until revoked.

It affects importers of those conveyors by applying the concession (reducing customs duty); the delegate made the declaration under s.269P and the order can be revoked under ss.269SC/269SD, so administrative discretion and correct tariff classification determine who benefits.
