This Order uses the Customs Act (s.269P) to apply Schedule 4 Part III item 50 to imported yarn (tariff heading 5510.30.00) that is at least 50% cotton and not more than 50% modal, effective 3 Nov 2005 until revoked (ss.269SC/269SD). Mechanically, importers of that yarn receive the Schedule 4 tariff treatment (changing the duty payable); the Commonwealth forgoes tariff revenue, importers must substantiate fibre composition and classification to claim the concession, and a CEO delegate exercised administrative discretion to grant it.
