This retrospective supplementary appropriation (Oct 1945) validates £2,015,224 of additional government spending already made in 1943–44 by deeming it properly appropriated and backdating the authority to the start of that financial year. It affects Commonwealth departments, government business operations (notably postal/rail services) and territorial administrations, and covers significant wartime outlays for munitions and supply.
It matters because, under the Constitution, public money requires parliamentary appropriation; the Act legalizes emergency wartime overspending after the fact.
