What it does
This Schedule supplies two age‑based tables of numeric conversion factors that are “required under subsection 146D(2) of the Act”, and labels them as applying to indexed pensions (Table 1) and non‑indexed pensions (Table 2). Each table runs from age at last birthday 15 through 70 and gives a single numeric conversion factor for each integer age. The table headings include the operative age definition, “AGE AT LAST BIRTHDAY”, which signals that the listed factor is mapped to a person’s completed years of age rather than to fractional years or to a different age measure.
Mechanically, the instrument prescribes fixed numeric factors for each whole year of age between 15 and 70 inclusive. Table 1 is headed “PENSION CONVERSION FACTORS FOR INDEXED PENSIONS” and shows factors ranging from 24.1 at age 15 down to 13.4 at age 70. Table 2 is headed “PENSION CONVERSION FACTORS FOR NON‑INDEXED PENSIONS” and shows factors ranging from 14.6 at age 15 down to 10.4 at age 70. The Schedule explicitly records that these are the “CONVERSION FACTORS REQUIRED UNDER SUBSECTION 146D(2) OF THE ACT”, thereby tying the numeric schedule to that subsection as the statutory authority or trigger for their provision.
The Schedule does not itself include operative text about how the conversion factors are applied in formulas, whether they are multipliers of a pension, present value coefficients, or inputs to any other calculation; it contains only the two labelled tables and the statement that they are required under subsection 146D(2). The Schedule therefore changes the statutebook mechanically by placing these precise numeric factors in the statutory schedule identified by that subsection, so that any statutory reference to the conversion factors under s 146D(2) will point to these numbers.
Because the Schedule provides explicit numeric values and an age mapping rule, it removes uncertainty about the specific numbers to be used for ages 15 to 70 where the Act requires the conversion factors to be “the” factors required under s 146D(2). The Schedule does not address ages outside that range, fractional ages, rounding rules, units, or the practical operation of any formula in which the factors are to be used. It therefore supplies fixed inputs while leaving the surrounding operational context to the Act and any subordinate instruments or practice directions referenced by the Act.
