Plain English Summary

1/10 complexity

This declaration allows employees of four specific organisations to join the Commonwealth Superannuation Scheme (CSS) — the superannuation fund for Australian Government employees at the time.

What it does The instrument declares four bodies as 'approved authorities' under the Superannuation Act 1976:

Aboriginal and Torres Strait Islander Commercial Development Corporation
Grains Research and Development Corporation
Totalcare Industries Limited
Australian Fisheries Management Authority

Being an 'approved authority' means these organisations' employees can become CSS members, receiving the same retirement benefits as other Australian Government employees.

Timing Different parts took effect retrospectively on different dates:

The first two organisations from 3 April 1991
Totalcare Industries from 1 January 1992
Australian Fisheries Management Authority from 3 February 1992

This backdating ensures staff who joined these bodies on those dates could access the scheme from their employment start dates.
