(1) A meeting of the Board is to be presided over by—
(a) the Chairperson, or
(b) in the absence of the Chairperson, a member elected by the members present at the meeting.
(2) The presiding member has a deliberative vote and, in the event of an equality of votes, has a second or casting vote.
