26 Boundary plans
(1) A person intending to subdivide land or an acquiring authority may apply at any time to the Registrar for approval of a boundary plan showing—
(a) the outer boundaries of the land; and
(b) abuttals; and
(c) any other matter required by the Registrar.
(2) The Registrar must—
(a) approve the plan; or
(b) reject the plan giving reasons in writing—
