[Section 31AA Inserted by No. 33 of 2006, s. 16, Applied:18 Dec 2006] Where an application for a certificate of approval is made wholly or partly in respect of vacant land, the council may refuse the application on the ground that an application for a staged development scheme under section 38 should be made.
