22 Refunds of charge
Where the Commissioner finds in any case that any charge has been overpaid, he shall refund the amount of the charge found to be overpaid: Provided that a refund shall not be made of any amount of charge unless the Commissioner is satisfied that the person claiming the refund has not passed on the charge to some other person or, if he has passed on the charge to some other person, that he has since repaid the amount to that person.
