19 Penal charge
If the charge is not paid within the time specified in section 17, or such further time as the Commissioner allows under section 18, an additional charge shall be payable at the rate of 10% per annum upon the amount of the charge unpaid, to be computed from the expiration of that time, or further time, as the case may be: Provided that the Commissioner may, in any particular case, for reasons which in his discretion he thinks sufficient, remit the additional charge imposed or any part thereof.
