This law provides one‑off federal grants to Queensland ($24.75m) and South Australia ($23.5m) for 1974–75, reduced if they already received 1973 Special Assistance payments, and funded from the Consolidated Revenue Fund.

The Treasurer can also make additional discretionary payments in the first half of 1975–76 up to half those amounts. It targets state finances, acting as short‑term relief or a bridge while longer‑term arrangements were settled.
