12 Special revenue assistance grants
(1) Subject to this Act, each State is to be paid, by way of financial assistance, in relation to a grant year, an amount worked out using the formula: base amount index factor population factor where:
base amount means the base amount set out in the applicable Schedule.
(2) The application of the formula may result in a State not receiving any amount under this section in relation to the grant year.
