The Act authorises the Commonwealth to pay £2.3 million from the Consolidated Revenue Fund to South Australia, Western Australia and Tasmania in 1941–42, disbursed in equal monthly instalments. It gives untied financial relief to those three states and draws on federal revenue, reflecting wartime fiscal equalisation to help smaller states maintain services during World War II.
