26 Master plan
(1) Development consent must not be granted for development on land within the Sydney Olympic Park site to which a master plan applies unless the consent authority has considered that master plan, except as provided by subsection (2).
(2) Consideration of a master plan is not required if the consent authority is satisfied that—
(a) the development involves a temporary use of the land, and
(b) the development is of a minor nature.
(3) Development consent must not be granted to development on land to which this appendix applies unless the consent authority is satisfied that the development will not exceed the car parking rates for the land specified in the master plan.
