#### 5 Stages of emergency 5 Stages of emergency > For the purposes of this Act— > > > (a) **prevention** in relation to an emergency includes the identification of hazards, the assessment of threats to life and property and the taking of measures to reduce potential loss to life or property, and > > > (b) **preparation** in relation to an emergency includes arrangements or plans to deal with an emergency or the effects of an emergency, and > > > (c) **response** in relation to an emergency includes the process of combating an emergency and of providing immediate relief for persons affected by an emergency, and > > > (d) **recovery** in relation to an emergency includes the process of returning an affected community to its proper level of functioning after an emergency.
