Standards for VET Accredited Courses 2021

The instrument defines and operationalises a set of interlocking concepts that determine what a VET accredited course must be and how it should be documented. Key concepts are defined in s6 and then elaborated in Part 3 and Appendix 1.

• Accreditation and the role of the National VET Regulator. Accreditation is the statutory grant under the Act (s6: “accreditation means the accreditation of a course under Part 3 of the Act”). The Regulator is the decision-maker; the Standards are criteria the Regulator must consider when deciding to grant, renew or cancel accreditation (s8).

• Course outcomes and qualification alignment. A course must lead to either a VET qualification or a VET statement of attainment (s10(5)). Where a course leads to a VET qualification it must be aligned with the relevant AQF descriptor (s10(5)(1)); when it leads to a statement of attainment it is for outcomes that meet identified needs but do not meet AQF breadth/depth (s10(5)(2)). The definitions in s6 import AQF terminology and place the Standards in the AQF architecture.

• Units of competency, modules and Training Packages. The preferred building block for a course is nationally endorsed units of competency from Training Packages (s10(2)). Where such units are not available, applicants must develop units of competency following the unit template (s10(2)(a)). Modules are explicitly limited to exceptional circumstances and may be used only where the applicant demonstrates why a unit cannot be developed prior to course development (s10(4) and Appendix 1, Section C).

• Assessment and assessment requirements. Assessment is defined (s6) and the Standards require course assessment strategies to be valid, reliable, flexible and fair and to provide sufficient, valid, authentic and current evidence (s10(13)(1)-(2)). Assessment strategies must be consistent with assessment requirements in relevant Training Packages or VET accredited courses when units are used (s10(13)(3)-(4)). The Appendix prescribes the Assessment Requirements template with mandatory fields (performance evidence, knowledge evidence, assessment conditions).

• Vocational competency and trainer/assessor requirements. The Standards require specification of vocational competency for trainers and assessors essential to course delivery, and state vocational competency is to be considered industry-by-industry with reference to assessment requirements (s10(15)(2)). The Appendix requires documentation of assessor competencies and justifications for any competencies beyond RTO Standards (Appendix 1, Section B6.2).

• Monitoring and regulatory notification. Courses must include monitoring and evaluation processes to keep content current and relevant, and must require the copyright owner to inform the National VET Regulator of proposed changes and to advise licensed/franchised RTOs if the course is changed (s10(16)-(18); Appendix 1, Section B9.1).

• Documentation and metadata. The Appendix makes the template mandatory and requires AVETMISS classification and national course code particulars (Appendix 1, Section A7). Unit codes and titles must comply with AVETMISS length specifications (Appendix 1, Unit of Competency Template).

These concepts are the operative vocabulary used by the Regulator and course developers. The consequences of the definitions are practical: applicants must base course content on endorsed units if available, document assessment consistent with endorsed assessment requirements, and follow prescribed templates for units and assessment requirements if developing their own. The template and the monitoring/notification rules operationalise the Regulator’s oversight function.

The Standards name and implicate a set of actors with specific obligations, informational requirements or potential decision-making roles.

• National VET Regulator. The Regulator must consider the Standards when deciding accreditation, renewal and cancellation applications (s8). The Regulator receives applications and accompanying documentation required under s43 of the Act (not reproduced here but cross-referenced in the instrument; see note in Part 3).

• Course applicants and copyright owners. Entities applying for accreditation must provide the mandatory course documentation in the template form (Appendix 1 preface: “The national template is mandatory”). Section A of the template requires the name and contact details of the legal entity or individual in respect of whom the course is being accredited (Appendix 1, Section A.1-2). Applicants must also provide evidence that they own or are licensed to exploit the copyright in any units or modules (Appendix 1, Section A.4) and indicate licensing/franchise arrangements (Section A.5).

• Registered Training Organisations (RTOs). Although RTOs are not the immediate applicant in every case, the course document is the specification RTOs must use for developing training and assessment strategies (Appendix 1, introductory paragraphs). RTOs licensed or franchised to deliver accredited courses must be advised of course changes by the copyright owner (s10(16)(3)). RTO trainers and assessors must meet vocational competency and assessor competency requirements set out in course documentation, which in turn must reflect RTO Standards (s10(15)(2); Appendix 1, Section B6.1-6.2).

• Industry and its representative bodies. The Standards require course development and validation in consultation with industry, enterprise, community and professional groups (note after s10(2); Appendix 1, Section B3.1). Industry is also defined broadly (s6: enterprise clients, group training organisations, industry organisations, regulators, professional associations, Skills Service Organisations, Industry Reference Committees, advisory bodies, and unions) and is the audience against which need and vocational currency are tested.

• Students and employers. Students are affected indirectly because course accreditation determines the recognition of outcomes (s10(5)), the presence of foundation skills (s10(6)), and the validity of assessment. Employers and licensing bodies are affected because courses must identify recognition by licensing, regulatory or professional bodies and meet workplace/regulatory assessment requirements where relevant (s10(8), s10(13)(5)).

• Assessors, trainers and education providers more generally. The Standards specify requirements that will determine practice: assessment strategies (s10(13)), delivery modes and limitations (s10(14)), resource and facility specifications (s10(15)(1)), and assessor vocational competency (s10(15)(2); Appendix 1, Section B6).

• State or territory course accrediting bodies in non-referring States. The Definitions (s6) and the preface make clear that VET Regulator also includes bodies of non-referring States that are responsible for similar matters.

Who pays: the immediate costs fall on the applicant or copyright owner to prepare the detailed course document and supporting evidence required by the template; RTOs pay compliance costs in aligning their training and assessment strategies to the accredited course specification; industry and professional bodies typically incur consultation and validation costs when asked to support course development.

Who decides: the National VET Regulator decides on accreditation, renewal and cancellation subject to the Act and must consider these Standards (s8). The Regulator also assigns national course codes and accreditation dates (Appendix 1, Section A7 and A8 text).

This instrument sets duties primarily for course applicants, copyright owners, and entities that deliver accredited courses, and allocates decision rights to the National VET Regulator.

Duties on applicants and copyright owners

• Provide required documentation. An application for accreditation must be accompanied by any information or documents the Regulator requires under s43 of the Act (note at start of Part 3). The Appendix states the national template is mandatory and lists the data and supporting evidence the applicant must supply (Appendix 1, Sections A-C).

• Demonstrate industry/other need. A course must be based on an established industry, education, legislative, enterprise or community need (s10(1)). The template requires evidence of need and that the course does not duplicate an endorsed Training Package qualification or skill set (Appendix 1, Section B3.1).

• Use nationally endorsed units where available. Applicants must base courses on nationally endorsed units of competency where these exist (s10(2)). If nationally endorsed units are not available, applicants must use the unit template to develop units or, in exceptional circumstances, modules (s10(2)-(4); Appendix 1, Section C).

• Avoid duplication. A course must not duplicate, by title or coverage, the outcomes of an endorsed Training Package qualification, skill set or accredited course (s9).

• Specify course structure, assessments and resources. The course must specify structure rules, exit points, educational pathways and articulation, entry requirements and justify any limitations on access (s10(9)-(11), (5)-(6)). Assessment strategies must be valid, reliable, flexible and fair, consistent with assessment requirements of relevant Training Packages/accredited courses, and justify workplace/simulated assessment where required (s10(13)). The course must specify facilities, resources and vocational competency requirements for trainers and assessors (s10(15)).

• Monitor and notify. The course must incorporate monitoring and evaluation processes to ensure currency (s10(16)). The National VET Regulator must be informed of proposed changes and be provided relevant material if required to determine ongoing compliance (s10(17)). If a course changes, the copyright owner must advise any RTOs licensed or franchised to deliver the course (s10(18)).

Duties on the National VET Regulator

• Consider the Standards. The Regulator must consider whether a course meets these Standards and the AQF when deciding whether to accredit a course (s8).

• Apply standards to renewals and cancellations. The Regulator must consider the Standards when renewing accreditation under s50 or cancelling accreditation under s52 (s8).

• Assign national course codes and confirm accreditation dates. The Appendix indicates the Regulator will provide the National Register course code and confirm accreditation dates (Appendix 1, Sections A7, A8).

Rights and decision powers

• Regulator’s decision-making rights. The Regulator retains discretion to accept, reject, renew or cancel accreditation under the Act; these Standards are criteria for those decisions but do not prescribe the outcome of any particular application (s8).

• Applicants’ right to apply under previous standards for pending applications. An application made prior to Commencement Day remains subject to the 2012 Standards (s5(3)).

• RTOs’ rights to seek accredited course documentation. RTOs that deliver or intend to deliver an accredited course have the right to receive notice of changes from the copyright owner (s10(18)) and to rely on the accredited course specification as the basis for their training and assessment strategies (Appendix 1, introductory paragraphs).

Operational constraints and data obligations

• AVETMISS and metadata obligations. The Appendix requires AVETMISS classification codes (Appendix 1, Section A7) and compliance with AVETMISS limits on name lengths and unit code lengths (Unit template and Section B1.1).

• Mandatory template use. The national template is mandatory for accreditation and re-accreditation applications (Appendix 1, opening paragraph).

These duties build an administrative architecture: applicants must prepare detailed, standardised documentation and maintain course currency; the Regulator must judge accreditation and keep the Register up to date; RTOs must align delivery to the accredited course and be notified of course changes.

The instrument itself does not create new statutory fines or criminal offences. Its enforcement mechanisms are those available under the Act and the Regulator’s administrative powers.

Cancellation as enforcement

• The principal enforcement mechanism provided in the text is cancellation of accreditation. The National VET Regulator may cancel accreditation of a VET accredited course under section 52 of the Act if the course ceases to meet these Standards (see note at start of Part 3 and s10 introductory text). Section 8 requires the Regulator to consider these Standards when deciding on cancellation (s8).

Regulatory decision process and information obligations

• Application information. Under section 43 of the Act an application must be accompanied by any information or documents the Regulator requires (note in Part 3). This gives the Regulator scope to demand supporting evidence and to refuse or withhold accreditation if documentation is incomplete or does not meet these Standards.

• Monitoring, notification and reporting. The Standards create ongoing compliance obligations: courses must have monitoring and evaluation processes (s10(16)), the Regulator must be informed of proposed changes (s10(17)), and RTOs must be advised of changes by the copyright owner if a course is changed (s10(18)). Failure to notify may expose the copyright owner or RTOs to administrative consequences under the Act, primarily through accreditation review or cancellation processes.

Indirect enforcement via RTO Standards and registration

• Cross-reference to RTO Standards. The Standards require assessment and assessor competency to be consistent with the RTO Standards (s10(13)(3)-(4); Appendix 1, Section B6.1). Compliance with the RTO Standards is a condition of RTO registration. Therefore, enforcement for non-compliance with assessor competence or assessment practices may arise through RTO regulatory action against an RTO, including notice, conditions on registration or sanctions available to the Regulator under the Act.

Administrative discretion and remedial steps

• Regulator discretion. The Regulator retains discretion under the Act for accreditation decisions; the Standards are criteria, not an automated trigger for cancellation. The Act provides procedural and review mechanisms for regulatory action that would be exercised in conjunction with these Standards (the Act’s sections are cross-referenced in s8).

No direct pecuniary penalties in this instrument

• The instrument does not stipulate fines, penalties or criminal sanctions. It establishes standards and documentary requirements; failure to meet them feeds into the Regulator’s administrative decision-making under the Act (accreditation, renewal, cancellation, and any registration consequences under RTO Standards).

Practical enforcement consequences

• Loss of accreditation is the main legal consequence for a course that ceases to meet these Standards; loss of accreditation affects providers’ ability to use the course as an accredited product, their relationship with trained students and RTOs, and the course’s recognition on the National Register. The instrument therefore implements regulatory enforcement primarily through accreditational status and associated administrative remedies available under the Act.

The instrument operates within the statutory architecture of the National VET Regulator Act 2011 and interfaces with multiple existing instruments and frameworks that the text explicitly imports or references.

Interaction with the National VET Regulator Act 2011

• Enabling and application. The Standards are made under subsection 188(1) of the Act (s3). They are explicitly framed as criteria the Regulator must consider under s44 in accreditation decisions and under s50 and s52 when renewing or cancelling accreditation (s8). The Act supplies decision-making processes, procedural protections and powers that give effect to the Standards.

References and alignment with the Australian Qualifications Framework and Training Packages

• AQF alignment. The Standards require course outcomes to be consistent with the Australian Qualifications Framework when a course leads to a VET qualification (s10(5)(1)). The Definitions (s6) import AQF terminology and treat the AQF as the framework for qualification-level alignment.

• Training Package primacy. Where nationally endorsed units of competency exist they must be used (s10(2)). This creates an operational hierarchy: Training Packages’ units and assessment requirements take precedence as the primary building blocks, with accredited courses stepping in where Training Packages do not provide.

Relationship with RTO Standards and National Register

• RTO Standards cross-reference. The course’s assessment strategies must be consistent with the RTO Standards, and assessor competencies must comply with the RTO Standards (s10(13)(3)-(4); Appendix 1, Section B6.1). The RTO Standards are referenced as “applicable standards applied by the VET Regulator” and are functionally a linked compliance regime.

• National Register. The accredited course will be recorded on the National Register and the template material is intended for publication on training.gov.au (Appendix 1, Section B2.2). The Regulator assigns the national course code and accreditation dates (Appendix 1, Section A7, A8).

Data and reporting frameworks

• AVETMISS and National VET Data Policy. The instrument requires applicants to provide AVETMISS classification codes (Appendix 1, Section A7). The Definitions (s6) import AVETMISS and the National VET Data Policy as terms being used in the instrument.

Licensing, regulatory and professional recognitions

• Licensing and regulatory alignment. The Standards require courses to identify recognition by licensing, regulatory or professional bodies and to confirm recognition where applicable (s10(8); Appendix 1, Section B4.3-4.4). This interaction routes course accreditation into occupational and licensing regulation and creates an evidentiary connection between accreditation and external licensing regimes.

State and Territory bodies

• Non-referring State bodies. The Definitions (s6) make the VET Regulator definition include non-referring State bodies responsible for equivalent matters. That allows the Standards to be operated in conjunction with state course accrediting bodies where relevant.

Other legislative instruments and documents

• National Foundation Skills Strategy, National VET Data Policy. The Definitions reference these policy instruments and their meanings are incorporated by reference (s6).

Operational effect

• The Standards sit as a regulatory layer that coordinates Training Packages, AQF, RTO Standards and data standards. They do not replace those instruments; instead they require course applicants and the Regulator to work within that existing framework and to use the mandatory template to ensure courses fit into the broader national system.

This instrument, titled Standards for VET Accredited Courses 2021, contains its own short amendment history within the text.

• Repeal of 2012 Standards. Clause 4 expressly repeals the Standards for VET Accredited Courses 2012. That is the single express repeal recorded in the instrument (s4).

• Commencement. The instrument commences the day after registration, referred to in s2 as Commencement Day. Transitional provisions reference that date to control the temporal application of these Standards (s5).

• Transitional provisions governing application. Clause 5 sets transitional and application rules:

  • s5(1) preserves the legal status of courses accredited under the 2012 Standards before Commencement Day, stating that such courses still meet the Standards for VET Accredited Courses on Commencement Day.
  • s5(2) applies the instrument to applications for accreditation under s43, applications for renewal under s50, and decisions to cancel accreditation under s52 on and from Commencement Day.
  • s5(3) preserves the application of the 2012 Standards to accreditation or renewal applications that were made before Commencement Day.

• No other internal amendments recorded. The instrument as provided does not record later variations, amendments, or schedules modifying its content. It neither lists any subsequent amending instruments nor includes a historical schedule beyond the 2012 repeal.

• Template mandatory from commencement. Appendix 1’s statement that the national template is mandatory takes effect upon commencement and applies to applications and renewals made on or after Commencement Day (see s5 for transitional coverage).

Practical consequence of the history recorded

• The only explicit historical change in the text is the replacement of the 2012 Standards. Applicants with earlier-filed applications retain entitlement to assessment under the 2012 Standards by express transitional rule (s5(3)). The Regulator’s future amendments would appear, if made, as separate instruments; this instrument itself does not include an amendment schedule beyond the repeal of the 2012 Standards.

The instrument does not provide or cite any litigation history. It contains no references to judicial decisions, no case citations, and no mention of litigation arising under or about the Standards. The text confines itself to regulatory criteria, definitions and templates.

What that means procedurally

• No cases named. Because the instrument includes no case law citations, there are no judicial constructions or precedents recorded within the instrument itself.

• Potential for future litigation. While the instrument does not record litigation, courses, applicants, RTOs or other stakeholders may in future seek merits review or judicial review of Regulator decisions made under the Act and applying these Standards. Such reviews would be processes under the Act and relevant administrative law, but no judicial material or outcomes related to these Standards is included in the text.

• Reliance on Act’s review mechanisms. Any challenge to how the Regulator applies these Standards would proceed via the Act’s statutory processes and, if necessary, judicial review channels. The Standards themselves do not set out those review mechanisms; they are found in the Act.

In short, the instrument contains no litigation history; it establishes regulatory standards that may, in future, be the subject of administrative or judicial review but the text does not record any such events.

The Standards contain several specific drafting features and documentary requirements that are easy to miss and that materially constrain course development or increase compliance work.

• Duplication prohibition is by title or coverage. Standard 9 prohibits duplication "by title or coverage" of an endorsed Training Package qualification, skill set or accredited course. This is not limited to literal title matches; it extends to substantive coverage, so applicants must map outcomes to existing Training Products to demonstrate non-duplication (s9; Appendix 1, Section B3.1 requires confirmation that the proposed course does not duplicate a Training Package qualification or skill set).

• Mandatory template and metadata constraints. The national template is mandatory (Appendix 1, opening paragraph). AVETMISS codes are required and the template enforces length limits (course name no more than 100 characters; unit codes no more than 12 characters) (Appendix 1, Section B1.1 and Unit of Competency Template). Failure to comply with these metadata constraints can impede registration on the National Register.

• Units first, modules only in exceptional circumstances. The Standards prioritise nationally endorsed units; modules are allowed only exceptionally and only where an applicant "can demonstrate the need" and why a unit could not be developed prior to course development (s10(2)-(4); Appendix 1, Section C Note). Applicants who use modules without satisfying the exceptional test risk refusal.

• Evidence of copyright/licence ownership required. Section A of the template requires evidence that the applicant owns or is licensed to exploit the copyright in any units or modules (Appendix 1, Section A.4). This is an often-overlooked commercial step; applicants must secure and document copyright arrangements before applying.

• Assessment requirements consistency. Assessment strategies must be consistent with assessment requirements in the relevant Training Package or accredited course when units are used (s10(13)(3)-(4)). Applicants cannot design assessments that deviate from endorsed assessment requirements without justification; such deviations must be documented in the course assessment strategy.

• Vocational competency tailored to industry. The Standards require vocational competency to be considered on an industry-by-industry basis with reference to assessment requirements (s6 definition of vocational competency; s10(15)(2)). A generic statement that assessors meet RTO Standards alone may be insufficient; course documents may need industry-specific justification for assessor qualifications and currency.

• Reporting obligations for course changes. The course monitoring and evaluation obligation explicitly requires informing the National VET Regulator of proposed changes and providing relevant material to enable the Regulator to determine continued compliance (s10(17)). Changes made without this regulatory notice could expose the course to scrutiny and potential cancellation under s52 of the Act.

• Transitional quirks for pending applications. Applications made before Commencement Day remain subject to the 2012 Standards (s5(3)). Applicants who filed before commencement but later seek to amend or supplement their application should confirm whether amendments will trigger application of the new Standards.

• Requirement to justify limitations to access and delivery modes. The Standards require specification and justification for any explicit limitations to access and for any essential delivery modes or limitations (s10(10), s10(14); Appendix 1, Sections B5.1 and B7.1). Arbitrary or poorly justified entry restrictions or delivery constraints are susceptible to challenge.

• RTO Standards cross-linkage. The Standards tie in with RTO Standards for assessment and assessor competence (s10(13), Appendix 1, Section B6.1). Applicants must ensure course documentation is coherent with the RTO Standards current at the time of application; the instrument references the RTO Standards "or their successor."

• Copyright owner responsibility to advise RTOs. If the course changes as a result of monitoring and evaluation, the copyright owner must advise any RTO licensed or franchised to deliver the course (s10(16)(3)). Copyright ownership, licensing arrangements and governance of franchise/license relationships are therefore material to compliance.

These are concrete, documentable constraints in the Standards. A failure to anticipate or to document appropriately against them is likely to lead to requests for further information from the Regulator, delay, or an adverse accreditation decision.

This section provides a practical compliance checklist that follows the structure of the Standards and Appendix 1. It states steps applicants, copyright owners and RTOs should take to prepare an accreditation or renewal submission that aligns with the Standards.

1. Read the instrument and confirm applicable standard set

• Confirm whether the application is subject to the 2021 Standards or the 2012 Standards under the transitional rules (s5). If your application was submitted prior to Commencement Day, establish whether you remain under the 2012 Standards per s5(3).

2. Use the mandatory national template (Appendix 1)

• Prepare the course document in Sections A, B and C using the mandatory template in Appendix 1 (Appendix 1, introductory paragraph). Do not substitute formats.

3. Section A: Applicant and course classification

• Provide the full legal entity name and contact details for the person in respect of whom the course is being accredited (Appendix 1, A.1-2).

• Supply AVETMISS classification codes (Appendix 1, A.7) and, if known, include ANZSCO and ASCED codes. Expect the National VET Regulator to provide the national course code once accredited (Appendix 1, A.7 note).

• State the type of submission (accreditation or re-accreditation) and, for renewals, provide the existing course code and title (Appendix 1, A.3).

• Provide evidence of copyright ownership or licence to exploit units/modules and attach name(s) of copyright holders (Appendix 1, A.4).

• If you intend to license or franchise the course, include those arrangements and state any relevant state requirements for third-party delivery (Appendix 1, A.5).

4. Section B: Demonstrate need and map outcomes

• Evidence of need. Set out evidence of an established industry, education, legislative, enterprise or community need (s10(1); Appendix 1, B3.1). Document consultation and validation with industry or professional groups, identifying names and roles of stakeholders.

• Non-duplication. Provide a clear mapping to existing Training Packages, qualifications and skill sets to show non-duplication by title or coverage (s9; Appendix 1, B3.1). Explain where the course fills a gap.

• Outcome alignment. If the course leads to a VET qualification, map course outcomes to the AQF descriptor for the proposed level (s10(5)(1); Appendix 1, B4.1). If it is a statement of attainment, explain how breadth/depth criteria in the AQF are not met but that identified needs are satisfied (s10(5)(2)).

• Foundation skills. Identify relevant foundation skills and how they will be taught and assessed (s10(6); Appendix 1, B4.2).

• Licensing and recognition. State whether the course meets licensing, regulatory or professional recognition requirements and provide evidence if applicable (s10(8); Appendix 1, B4.3-4.4).

5. Course structure, durations and entry requirements

• Provide course structure in tabular form including core, electives, specialisations and nominal hours (s10(9); Appendix 1, B5.1).

• Specify any exit points that have vocational or educational outcomes (s10(10); Appendix 1, B5.1).

• State and justify entry requirements and any limitations to access, expressing where possible in competency terms (s10(11); Appendix 1, B5.2). Include guidance on LLN or foundation skills support.

6. Units, modules and assessment

• Use nationally endorsed units where available (s10(2)). Where units are imported, include up-to-date codes and titles and confirm they match parent Training Packages (Appendix 1, Section C).

• If nationally endorsed units are not available, develop units using the Unit of Competency Template in Appendix 1 (unit code length, title length, elements, performance criteria, foundation skills, unit mapping).

• Use modules only in exceptional circumstances and consult the National VET Regulator before developing modules to explain why units cannot be developed prior to course development (s10(4); Appendix 1, Section C Note).

• Prepare an assessment strategy that is valid, reliable, flexible and fair and that identifies how assessment evidence will be sufficient, valid, authentic and current (s10(13); Appendix 1, B6.1). Show consistency with assessment requirements in relevant Training Packages or accredited course units (s10(13)(3)-(4)).

• Prepare Assessment Requirements using the prescribed template including performance evidence, knowledge evidence and assessment conditions (Appendix 1, Assessment Requirements Template).

7. Trainers, assessors, resources, and delivery modes

• Specify facilities, equipment and specialised resources essential for delivery (s10(15)(1); Appendix 1, B7.2).

• Specify vocational competency requirements for trainers and assessors and justify any requirements in excess of those in the RTO Standards (s10(15)(2); Appendix 1, B6.1-6.2).

• Identify and justify any required delivery modes or limitations on delivery, including workplace or on-the-job training and simulation, and include educational support mechanisms (s10(14); Appendix 1, B7.1).

8. Pathways and articulation

• Provide details of pathways into and out of the course and any formal credit or articulation arrangements (s10(12); Appendix 1, B8.1). Identify how the course connects with Training Package qualifications where units are used.

9. Monitoring, evaluation and notification arrangements

• Set out monitoring and evaluation processes that will ensure course content and outcomes remain current throughout accreditation (s10(16); Appendix 1, B9.1).

• Provide a protocol for notifying the National VET Regulator of proposed changes to the course and the materials that will be provided to enable regulatory determination (s10(17); Appendix 1, B9.1).

• Commit to arrangements by which the copyright owner will notify licensed or franchised RTOs of any course changes (s10(18)).

10. Finalise documentation and submit

• Ensure all required evidence, including copyright ownership/licence proofs, industry validation reports, assessor competency statements, AVETMISS codes and unit/assessment templates are attached.

• Confirm compliance with metadata constraints (course name length, unit code/title lengths) and with RTO Standards where relevant.

• Where a module is proposed, obtain pre-application consultation with the National VET Regulator and include the written justification required.

11. After accreditation: governance and change control

• Maintain the monitoring and evaluation processes in practice and record stakeholder engagement.

• Before implementing material changes, notify the National VET Regulator as required and supply supporting materials.

• Advise any licensed or franchised RTOs of changes as required by s10(18).

By aligning the preparation and governance processes to the specific clauses cited above and the mandatory template in Appendix 1, applicants and providers can reduce the risk of information requests, delays or an adverse accreditation decision. The Standards are detailed in documentary expectations; compliance requires both substantive design decisions and robust documentary evidence linking course design to industry need, assessment validity and trainer competency.
