Plain English Summary

1/10 complexity

This regulation defines the required composition of "industrial spirits" — alcohol deliberately denatured (methylated) so it’s unfit to drink — allowing businesses to use it for manufacturing, cleaning, or fuel without paying beverage excise.

By mandating very high strength and specific toxic denaturants (including wood naphtha, pyridine, and coal- or shale-derived naphtha), it ensures the product is unpalatable and unsafe for consumption, preventing diversion into the beverage market and tax fraud while preserving duty-free access for legitimate non-beverage uses.
