61 Exemption to be claimed in declaration A person claiming an exemption from paying duty on a motor vehicle certificate of registration shall, with his application for registration, lodge with the Registrar a declaration stating the grounds on which the exemption is claimed. Division 15 Transactions otherwise than by dutiable instruments
