Plain English Summary

2/10 complexity

This short rule (only 4 sections) sets up the administrative machinery for who can staff and make decisions under the National Land (Road Transport) Ordinance 2014.

What it does:

Borrowing staff (Section 3): Lets the National Capital Authority (NCA) Chief Executive arrange for people from other organisations (like consultants or other government agencies) to work on tasks related to the Ordinance. Think of this as 'secondments' or borrowing employees.
Delegating powers (Section 4): Lets the Chief Executive hand over their decision-making powers and functions under the Ordinance to:
- Regular NCA staff; or
- The borrowed staff mentioned above.

Why it matters: This ensures the NCA has enough people to manage road transport on National Land and that decisions can be made by appropriate officers, even if they're not permanent NCA employees. It's essentially workplace admin for a specific set of transport laws.
