25 Procedure etc.

(1) If the Minister considers that there may be grounds to vary, revoke or transfer a launch facility licence (other than at the licensee’s request), the Minister must: (a) give the licensee written notice of the Minister’s opinion specifying the reasons for that opinion; and (b) invite the licensee to make a written submission to the Minister about the matter within a reasonable period specified in the notice. (2) In deciding whether to vary, revoke or transfer a launch facility licence, the Minister must consider the matters raised in any submission received within the period specified in the notice. (3) The Minister must not vary a launch facility licence in a way that changes the location of the licensed launch facility. (4) The rules may prescribe other ways in which the Minister must not vary a launch facility licence.
