Plain English Summary

2/10 complexity

This Determination treats holders of the Subclass 851 Resolution of Status (Class CD) visa as refugees for Australia’s social security system, so those visa holders are eligible for refugee‑based Centrelink payments and concessions. It matters because it changes social security entitlement only — it does not alter migration or international refugee status under the Migration Act or international law.
