Plain English Summary

1/10 complexity

What this does: This document officially allows the Australian Government to restrict how welfare recipients in the Northern Territory spend part of their social security payments.

The mechanics: Under the Social Security (Administration) Act 1999, the government can run income management schemes (where a portion of welfare is placed on a restricted debit card that cannot be used for alcohol, gambling, or withdrawn as cash). However, these powers only work in places specifically declared as "recognised States or Territories."

The effect: By naming the Northern Territory as a "recognised Territory," this determination switches on those income management powers for the NT. This means eligible welfare recipients in the Territory can be required to have part of their payments quarantined for essential goods only.

Context: This instrument formed part of the legal framework continuing income management measures originally introduced under the Northern Territory Emergency Response ("the Intervention").
