Plain English Summary

1/10 complexity

This determination declared the community of Beswick (an Aboriginal community in the Northern Territory) to be a 'declared relevant Northern Territory area' under the Social Security laws.

What this meant: People living in Beswick who received Centrelink payments had their welfare payments 'income managed.' This meant the government automatically quarantined a portion of their money onto a special card (like the BasicsCard) that could only be spent on essential items such as food, clothing, and rent—not on alcohol, tobacco, or gambling.

Context: This was part of the 2007 Northern Territory Emergency Response (often called 'the Intervention'), a package of measures targeting Aboriginal communities in the NT. This particular determination was temporary and expired on 19 December 2008.

Who made it: The Minister for Families, Housing, Community Services and Indigenous Affairs made this declaration under powers in the Social Security (Administration) Act 1999.
