Plain English Summary

1/10 complexity

This is a short legal instrument that declares the Indigenous community of Wutunugurra (also called Epenarra) in the Northern Territory as an area subject to compulsory income management.

What this means for locals: If you live in Wutunugurra and receive Centrelink payments (like the pension, Newstart, or parenting payments), this law requires that a large portion of your money be "quarantined." Instead of receiving all your payment as cash, it is loaded onto a BasicsCard that can only be used to buy essential items like food, clothing, and medicine. You cannot withdraw this portion as cash or spend it on alcohol, tobacco, or gambling.

Context: This determination was part of the "Northern Territory Intervention" (2007–2012), a federal government policy that applied income management to many remote Indigenous communities. This particular declaration was temporary—it lasted from August 2008 to August 2009.
