Plain English Summary

1/10 complexity

What this does: This document officially designates the Aboriginal community of Mutitjulu (located near Uluru) and its surrounding outstations (smaller family camps) as a special welfare control area.

Who it affects: People living in Mutitjulu who receive Centrelink payments (like the dole or parenting payments).

What changes: Under this declaration, welfare recipients in Mutitjulu had half of their payments "quarantined" — meaning the government controlled how that money could be spent, restricting it to essentials like food, clothing and rent. This system is called income management.

Why it matters: This was part of the controversial 2007 Northern Territory Emergency Response ("the Intervention"). It allowed the federal government to directly manage how Indigenous welfare recipients spent their money in this specific community, overriding normal payment arrangements.

Duration: The declaration was active from 17 September 2007 until 9 September 2008.
