Plain English Summary

2/10 complexity

This instrument maps where welfare income management applies in South Australia, declaring Ceduna (the whole District Council area) and four nearby ABS zones subject to a system that diverts part of Centrelink payments onto a restricted card for essentials (food, rent, clothing) rather than cash.

It affects social security recipients in those boundaries, allowing voluntary participation and enabling mandatory placement for people assessed as vulnerable — creating the legal basis for restricting cash access to curb spending on alcohol, gambling, or drugs.
