#### 15 Condition of grant—payments for capital expenditure (1) The State must ensure that financial assistance paid to the State under this Act for the purposes of capital expenditure on vocational education and training is spent for those purposes in accordance with guidelines determined by the Ministerial Council. (2) A determination made under subsection (1) is not a legislative instrument.
