#### 13 Condition of grant—competence‑based training The State must implement an approach to vocational education and training that is based on competence, rather than on length of time, including: (a) by taking action to remove any barriers to such an approach included in State awards; and (b) by contributing to the achievement of a consistent national system of occupational licensing requirements.
