Short stay, short stay accommodation, booking platform, booking platform provider, total booking fee, registered short stay levy payer, return period and levy liability are the central definitions that determine coverage and mechanics.

• Short stay and completion timing: A short stay is occupation for a continuous period of less than 28 days (s 3 definition of short stay). Liability for the levy arises on completion of the stay, which the Act treats as the day the occupant is required by the booking terms to vacate the premises (s 11(1)-(2)). The relevant dates for calculating the duration of a booking are specified in s 6.

• Booking platform and provider: A booking platform is any service that facilitates requests to book a short stay and arranges or facilitates acceptance of those requests by or on behalf of short stay accommodation providers (s 4(1)). The statutory test focuses on the service’s function; it expressly disclaims any requirement that the service have an internet presence, use automated systems, facilitate payment, or be located inside the State (s 4(2)). A referral-only service that merely directs a user to another service for booking acts is excluded (s 4(3)). The person providing a booking platform is the booking platform provider (s 3 definitions).

• Short stay accommodation: This is premises in the State that may be used for accommodation, subject to an enumerated list of exclusions (s 5(2)-(3)). Exclusions include hotels, motels, hostels, caravan parks and similar commercial premises (s 5(3)(a)-(b)), dwellings usually occupied by the owner (s 5(3)(c)), caravan parks and primary produce business-related accommodation (s 5(3)(d)-(e)), certain health and housing support premises (s 5(3)(f)-(g)), residential care services and retirement villages (s 5(3)(h)-(i)), club or member-only accommodation (s 5(3)(j)), education and training institutional residential accommodation (s 5(3)(k)), emergency/crisis accommodation provided by the owning entity (s 5(3)(l)), employer-provided accommodation tied to employment (s 5(3)(m)), vessels mainly used for transport businesses (s 5(3)(n)), mobile accommodation as defined (s 5(3)(o)), and premises declared exempt by the Minister (s 5(3)(p)). The Act clarifies that multipurpose or mobile premises may still be short stay accommodation (s 5(4)).

• Total booking fee: The taxable base is the total booking fee for a short stay booking, broadly defined and including GST payable on the booking (except GST relating to the levy) and any amounts payable even if the occupant does not actually occupy, subject to specific exclusions: amounts waived/refunded/credited, payment-method surcharges, the levy amount itself (to the extent it does not exceed the levy payable under the Act), and GST payable in respect of the levy amount (s 7(1)-(2)).

• Registration and returns: Booking platform providers must register with the Commissioner (s 14), and the Commissioner must register an applicant who applies in an approved form (s 14(2)-(3)). Return periods are annual unless prior-year relevant booking fees exceed the annual threshold (s 15). Returns and payment of levy are due within 30 days after the end of each return period (s 16(1)-(2)).

• Administrative overlay: The Taxation Administration Act 1997 governs administration and enforcement (s 8). The Commissioner may request further information, cancel registration for reasons the Commissioner considers appropriate, and is responsible for administering the Act unless reassigned (s 16(3)-(4), s 18, s 24). The Minister can create exemptions by order and must table a statement of reasons and scope for those orders (s 21).

Primary statutory liability is placed on booking platform providers (s 12). Those entities are required to register (s 14), lodge returns and pay the levy in respect of short stay bookings made through their platform for accommodation located in Tasmania (s 16, s 12). A registered short stay levy payer is liable to lodge returns even in return periods when it is not liable to pay the levy (s 16(2)). That requirement extends compliance obligations and administrative burden to providers who may have intermittent or nil liabilities.

Short stay accommodation providers (hosts) are affected indirectly. They must provide declarations to booking platform providers when premises are not, or cease to be, short stay accommodation available on the platform (s 19(1)). A person who makes such a declaration remains exposed: the Commissioner may decide the premises nonetheless qualify as short stay accommodation (s 19(4)(a)). In that event, the declarant and the booking platform provider are jointly and severally liable for unpaid levies and related interest or penalty tax (s 19(4)(b)). The booking platform provider that pays unpaid levies may recover the amount from the declarant as a debt (s 19(5)). Those provisions create a direct commercial recovery mechanism between platform and declarant, and joint liability for outstanding tax consequences in dealings with the Commissioner.

Consumers paying for short stays are indirectly affected because the statutory base explicitly contemplates the levy being reflected in amounts payable: the definition of total booking fee excludes the levy amount where it is included in the amount payable up to the statutory levy (s 7(1)(c)). Although the Act makes the booking platform provider liable to the Commissioner (s 12), the economic incidence of the levy can be borne by consumers or hosts through commercial pricing and contractual arrangements; the Act leaves such commercial allocation to market parties, while prescribing tax accounting and recovery rights (s 7(1)(c); s 19(5)).

State agencies and the Commissioner are affected administratively. The Department must publish annual municipal-area-level statistics about registered payers, number of bookings, aggregate booking values inclusive of the levy, and total levy received (s 22). The Commissioner administers registration, returns, information requests, and cancellation powers (s 14, s 16, s 18, s 19(4)(a)). The Taxation Administration Act 1997 is adopted for administration and enforcement processes (s 8), and the Act binds the Crown but provides the Crown is not liable to be prosecuted for offences under the Act (s 9).

The Minister has decision-making capacity to declare classes of premises exempt by order and must table a statement of reasons and intended scope when laying that order (s 21(1), (4)). Regulations may further allocate determinations or approvals to other persons (s 23).

Duties imposed on booking platform providers:

• Registration: A booking platform provider offering short stay accommodation in Tasmania must be registered under the Act. The Commissioner must register an applicant who applies in an approved form (s 14(1)-(3)). A person required to be registered must do so before the end of the first return period in which the person is liable to pay the short stay levy (s 14(4)). Failure to register attracts fines: up to 100 penalty units for a body corporate and up to 20 penalty units for others (s 14(4)-(5)).

• Returns and payment: Registered payers must lodge a return in an approved form and pay the levy within 30 days after the end of each return period (s 16(1)). This obligation applies even if the registered payer is not liable to pay the levy for that period (s 16(2)). Failure to lodge and pay carries the same penalty scale as for registration non-compliance (s 16(1)).

• Record keeping and information provision: Booking platform providers who receive declarations that premises are not short stay accommodation must retain those declarations for at least five years (s 19(3)). The Commissioner may request further information about a return and the recipient must comply, again with penalties stated (s 16(3)-(4)). Registered payers must notify the Commissioner if they cease to incur levy liabilities in respect of premises and do not expect future liabilities, with timing and penalty specified (s 17).

• Calculation duties: Providers must calculate levy amounts using the statutory base, total booking fee, and apply the statutory rate (s 7, s 10). For fees quoted in foreign currency, providers must convert to Australian currency using the Reserve Bank of Australia exchange rate on the booking day (or the most recent prior published rate if not available on that day) before calculating the levy (s 13).

• Cooperation with administrative actions: The Commissioner may cancel registration for any reason the Commissioner considers appropriate (s 18(1)). The registered payer must remain registered while liable to pay the levy (s 14(5)) or face penalties.

Duties on accommodation providers and declarants:

• Declarations: A person who has an agreement with a booking platform provider in respect of premises must provide a declaration if the premises are not, or cease to be, short stay accommodation on that platform from the declared date (s 19(1)). The Commissioner can specify what information the declaration must include (s 19(2)). The declarant remains at risk because the Commissioner can determine the premises are nonetheless short stay accommodation (s 19(4)(a)); if so, the declarant and platform are jointly and severally liable for unpaid levies and related interest/penalty tax (s 19(4)(b)). Booking platform providers who pay the levy in those circumstances may recover the amount from the declarant as a debt (s 19(5)).

Rights and administrative safeguards:

• Ministerial exemption orders: The Minister may declare classes of premises exempt by order and must table reasons and intended scope when laying the order (s 21(1), (4)). Such orders are statutory rules for the Rules Publication Act and are subject to Acts Interpretation Act provisions for certain sections, which affects how the order operates and is published (s 21(3), (5)).

• Publication and transparency: The Department must publish, as soon as practicable after each financial year, municipal-level statistics on registered payers, number of bookings where the levy was payable, aggregate booking values (inclusive of levy), and total levy collected (s 22(1)-(2)). That creates a statutory transparency obligation.

• Tax administration framework: The Taxation Administration Act 1997 applies to this Act (s 8), so administrative processes, interest, penalty tax and other enforcement tools under that Act are incorporated for handling disputes, collection, interest and penalties (s 8; s 19(4)(b) references interest and penalty tax under that Act).

The Act sets specific monetary penalties and integrates enforcement with existing taxation administration powers under the Taxation Administration Act 1997.

Statutory penalties in the Act:

• Registration and persistence: Failure to apply for registration by the required deadline attracts a fine not exceeding 100 penalty units for a body corporate and 20 penalty units for any other person (s 14(4)). Remaining registered while liable is mandatory; contravention attracts the same penalty scale (s 14(5)).

• Failure to lodge returns and pay levy: Non-lodgement of a return and non-payment of the levy within 30 days after the end of the return period carries the same penalty scale: up to 100 penalty units for a body corporate, and up to 20 penalty units for any other person (s 16(1)).

• Failure to comply with an information request: If the Commissioner requests further information about a return, failure to comply attracts the same penalty scale: up to 100 penalty units for a body corporate, and up to 20 penalty units for others (s 16(4)).

• Failure to notify Commissioner when no longer liable: Registered short stay levy payers must notify the Commissioner of cessation of liability within specified timeframes; failure attracts the same fine range (s 17(2)).

The Act delegates tax collection and enforcement powers to the Taxation Administration Act 1997 by express incorporation (s 8). That connection imports the general administrative and enforcement machinery of that Act for assessing, collecting, applying interest, imposing penalty tax, and otherwise enforcing tax liabilities (s 8; see also s 19(4)(b), which specifically references interest and penalty tax under the Taxation Administration Act 1997).

Commissioner powers and administrative actions:

• Information and audit: The Commissioner may request further information about returns and the recipient must comply or face the stated penalties (s 16(3)-(4)).

• Cancellation of registration: The Commissioner may cancel registration by written notice for any reason the Commissioner considers appropriate (s 18(1)), with effect from the date specified in the notice (s 18(2)). The Act does not prescribe appeal procedures in this text; administrative remedies and objection/review mechanisms would be those provided under the Taxation Administration Act 1997, because the Act is read together with it (s 8).

• Determination powers and joint liability: If a declarant provides a declaration that premises are not short stay accommodation, the Commissioner may still determine that the premises are short stay accommodation. If the Commissioner so determines, the declarant and the booking platform provider are jointly and severally liable for unpaid levies and any interest or penalty tax imposed under the Taxation Administration Act 1997 (s 19(4)(a)-(b)). The booking platform provider who pays such unpaid amounts may recover them from the declarant as a debt in court (s 19(5)).

Other enforcement notes:

• Crown immunity from prosecution: The Act binds the Crown but expressly provides that the Crown in any of its capacities is not liable to be prosecuted for an offence under the Act (s 9(1)-(2)). The Crown remains subject to other obligations in the Act but not criminal prosecution.

• Penalty unit quantum not specified here: The Act uses the penalty units mechanism but does not state the monetary value of a penalty unit. The value of a penalty unit is determined elsewhere in statute; the Act provides only the units (for example, 100 or 20 penalty units) in the sanction clauses (e.g., s 14(4)-(5), s 16(1), s 16(4), s 17(2)).

The Act expressly cross-references and amends other statutes and invokes established statutory frameworks.

• Taxation Administration Act 1997: The Short Stay Levy Act is to be read together with the Taxation Administration Act 1997 for administration and enforcement (s 8). That means assessment, collection, objection, review, interest, penalty tax, and other enforcement powers and processes available under the Taxation Administration Act will apply to levy administration and disputes, and interest/penalty tax imposed under that Act applies to unpaid levy amounts (s 19(4)(b)).

• Residential Tenancy Act 1997: Schedule 1 amends the Residential Tenancy Act 1997 by inserting a new paragraph into s 6(1), adding a category that recognises any agreement conferring a right of occupancy to premises where the short stay levy is payable under this Act (Schedule 1, Residential Tenancy Act amendment). That creates a direct statutory link between tenancy law definitions and levy liability status.

• Taxation Administration Act 1997 (consequential amendment): Schedule 1 also amends s 4 of the Taxation Administration Act 1997 to insert the Short Stay Levy Act 2026 into the list of Acts governed by the Taxation Administration Act (Schedule 1, Taxation Administration Act amendment), formally bringing the Short Stay Levy within the Taxation Administration Act’s scope for general administration.

• Acts Interpretation Act 1931: Ministerial exemption orders under s 21 are subject to sections 47(3), (3A), (4), (5), (6) and (7) of the Acts Interpretation Act 1931 as if the order were regulations within that Act (s 21(3)). Those provisions govern tabling and parliamentary handling of certain subordinate instruments and specify that the Minister must table a statement of reasons and intended scope when laying the order (s 21(4) refers to s 47(3)(c) of the Acts Interpretation Act).

• Rules Publication Act 1953 and Subordinate Legislation Act 1992: An order under s 21(1) declaring a class of premises exempt is a statutory rule for the purposes of the Rules Publication Act 1953, but the order is not an instrument of a legislative character for the purposes of the Subordinate Legislation Act 1992 (s 21(5)). This determines publication and scrutiny rules distinct from typical subordinate legislation.

• Administrative Arrangements Act 1990: Administration of the Short Stay Levy Act is initially assigned to the Treasurer and to the Department of Treasury and Finance until an administrative arrangement transfers responsibility (s 24). That is a transitional assignment of administrative responsibility rather than a permanent allocation.

• Reserve Bank of Australia exchange rates: For bookings quoted in foreign currency the Act mandates conversion to Australian currency using the Reserve Bank of Australia exchange rate published for that currency on the booking day or the last published rate before that day if none is published that day (s 13). This incorporates an external currency reference point into levy calculations.

• Other regulatory delegations: The Governor may make regulations for the purposes of the Act, including delegating matters to persons or bodies and making different applications per condition, time, or circumstance (s 23). That enables regulatory detail and administrative delegation to be prescribed subsequently.

This Act itself is presented as the Short Stay Levy Act 2026 and commences on a day to be proclaimed (s 1, s 2). The text contains an express schedule of consequential amendments to other legislation to integrate the new levy into existing legal frameworks (s 25; Schedule 1).

Schedule 1 specifies two consequential amendments:

• Residential Tenancy Act 1997: Section 6(1) of the Residential Tenancy Act is amended by inserting a new paragraph (dc) that captures any agreement giving a person a right of occupancy to premises if the short stay levy is payable under the Short Stay Levy Act 2026 in respect of that right of occupancy (Schedule 1, Residential Tenancy Act amendment). That inserts levy-related occupancy agreements into the reach of residential tenancy definitions, ensuring that certain occupancy arrangements tied to levy liability are addressed within the tenancy statute framework.

• Taxation Administration Act 1997: Section 4 of the Taxation Administration Act is amended to include the Short Stay Levy Act 2026 in the list of Acts for which the Taxation Administration Act provides administration (Schedule 1, Taxation Administration Act amendment). This is consequential to the express s 8 linkage that otherwise mandates reading the two Acts together.

Other temporal and procedural features in the Act that relate to commencement and transitional timing:

• Commencement: The Act commences by proclamation (s 2). It explicitly excludes bookings made before commencement from its operation, regardless of whether the premises later qualify as short stay accommodation or whether the short stay is completed before or after commencement (s 20). This is a transitional protection with practical consequences for bookings made pre-commencement.

• Return period transition: If the Act commences on or after 1 July in any year, the return period for that year is the balance of the year remaining after commencement (s 15(3)). That clarifies filing frequency in the first, potentially truncated year.

No other amendment history is contained in the text. The Act does not itself contain earlier amendments to its own provisions (it is the enabling statute). Any subsequent amendments would be recorded in later legislative instruments; none are present in this text.

The statute text does not cite any judicial decisions, and there are no cases mentioned within the Act or its Schedule. The Bill materials provided do not record prior litigation or judicial treatment of these provisions. Because the Act is a new statutory regime in this text, no reported litigation history is available in the source to illuminate judicial interpretations of its definitions, the scope of the booking platform concept, or disputes over the classification of premises.

Absent judicial guidance in the text, the Act relies on administrative processes and existing tax-administration frameworks to resolve disputes. The Act incorporates the Taxation Administration Act 1997 into its administration (s 8), so the enforcement, objection and review mechanisms available under that Act will be the route for contesting assessments, penalties, or Commissioner determinations arising under the Short Stay Levy Act. The Act itself creates specific administrative events that could be the subject of disputes: the Commissioner’s determinations that premises are short stay accommodation despite a declarant’s statement (s 19(4)(a)), cancellation of registration by the Commissioner (s 18(1)), and assessments based on registered payer returns or information obtained under s 16(3). Disputes over interpretations of central statutory concepts such as “booking platform”, “short stay accommodation”, and “total booking fee” would be resolved in the ordinary course through the Taxation Administration Act mechanisms and, if contested further, by litigation , but the source contains no judgments or precedents.

In practical terms, the absence of litigation history in the source means there is no statutory guidance from courts on boundary questions like whether particular referral services qualify as booking platforms, whether multipurpose premises are short stay accommodation in particular factual circumstances, or how broadly the Commissioner can exercise cancellation and information powers under the act. The Act embeds specific administrative safeguards , for example, the Minister’s obligation to table reasons for exemption orders (s 21(4)) and the requirement that declarations be retained for five years (s 19(3)) , but how courts will interpret those safeguards in future disputes is not addressed in the source.

Several features of the statutory design can create unexpected compliance or commercial consequences for platforms, hosts and advisers.

Broad functional test for booking platforms: The statutory test focuses on activities (facilitating booking requests and facilitating acceptance) rather than on particular technologies or locations (s 4(1)). The Act expressly renders irrelevant whether the service has an internet presence, uses automated systems, facilitates payment, or is located within the State (s 4(2)). That means entities without an obvious consumer-facing website or those operating by phone, email, or other channels can fall within the definition. Conversely, a service that merely refers a person to another service for booking purposes is excluded (s 4(3)), which may create borderline cases where referral and facilitation overlap.

Liability sits with the platform, not the host: The booking platform provider is the person statutorily liable to the Commissioner for the levy (s 12). Platforms need to manage cash-flow, reporting and collection responsibilities even though commercial arrangements may allocate economic incidence to hosts or guests. Important practical consequences follow: a platform that fails to collect amounts from hosts remains exposed to tax liability, and recovery rights are contractual and statutory only in limited circumstances (s 19(5)).

Total booking fee inclusions and exclusions can affect amount taxed: The statutory base includes GST on bookings (other than GST on the levy) and amounts payable irrespective of actual occupation (s 7(2)). It excludes amounts waived, refunded or credited, payment-method surcharges, and the levy amount to the extent it does not exceed the levy payable under the Act (s 7(1)(a)-(c)). That structure allows the levy to be shown as a separate line item and excluded from the taxable base for subsequent calculations, but it also requires careful invoice and pricing design to avoid mistakenly double-counting or excluding elements.

Rounding and micro‑adjustments: The levy is calculated at 5 per cent (or a prescribed other percentage) and rounded down to the nearest 5 cents (s 10(2)). Rounding down reduces payable amounts slightly per booking and may require reconciliation between amounts shown to customers and sums remitted to the Commissioner.

Timing of liability vs payment: Liability arises when the short stay is completed (the vacate date under the booking) rather than when payment is received (s 11). Platforms must link bookings to completion dates for accurate liability timing. For foreign-currency bookings, conversion to Australian currency is made using RBA rates on the day the booking is made (or the last published rate before that day if none), so timing of bookings affects the conversion base for levy calculation (s 13).

Registration and returns even when nil: A registered short stay levy payer must lodge returns even for return periods where it is not liable to pay the levy (s 16(2)). Non-compliance carries fines up to 100 penalty units for bodies corporate (s 16(1)). That expands compliance into a recurring administrative obligation rather than a sporadic one.

Declarant and joint liability risks: A person who declares that premises are no longer short stay accommodation remains at risk because the Commissioner may determine otherwise (s 19(4)(a)). If the Commissioner so determines, the declarant and booking platform provider are jointly and severally liable for unpaid levies and related interest or penalty tax (s 19(4)(b)). Platforms are required to retain declarations for at least five years (s 19(3)), which is both a compliance and evidentiary requirement.

Commissioner discretion and cancellation power: The Commissioner may cancel registration for any reason the Commissioner considers appropriate (s 18(1)). The Act does not specify detailed procedural limits in the text; however administration and review processes will be those found in the Taxation Administration Act 1997, which governs appeal and objection procedures for taxation matters as the Act is read together with it (s 8).

Ministerial exemptions and their scope: The Minister may declare classes of premises exempt by order, but the Minister must table a statement explaining reasons and intended scope when the order is laid (s 21(1), (4)). The order is a statutory rule and thereby publicly available (s 21(5)). Reliance on future exempt classes introduces uncertainty for businesses until the Minister exercises this power.

Crown non-prosecution: While the Act binds the Crown, the Crown cannot be prosecuted for an offence under the Act (s 9(1)-(2)). That may have practical implications where state entities occupy premises that otherwise fall within the short stay definition.

Threshold and return frequency subject to prescription: The annual threshold for deciding return period frequency is $75 000 as stated, but the Act allows a different amount to be prescribed (s 15(1)). Regulatory change to that threshold would alter reporting cadence for some providers.

Non-application to bookings made pre‑commencement: Bookings made prior to proclamation are outside the Act’s scope irrespective of when the stay completes (s 20). That timing rule matters for platforms running promotions or accepting advance bookings around the commencement window.

A compliance pathway distilled from the Act requires attention to definitions, registration, accounting, record-keeping, and responsiveness to Commissioner requests.

1. Determine coverage and map operations:

   • Assess whether services operated meet the statutory test for a booking platform: do services facilitate booking requests and arrange or facilitate acceptance on behalf of accommodation providers (s 4(1))? If your operation only refers customers to another platform, it may fall outside the definition (s 4(3)). The test is function-based and expressly not limited to online platforms (s 4(2)).

2. Classify premises and bookings:

   • For listings on the platform, evaluate whether listed premises qualify as short stay accommodation under s 5. Check the exclusions (s 5(3)) , properties like hotels, caravan parks, certain institutional or health accommodations, employer-provided accommodation, and mobile accommodation may be excluded. Ensure your onboarding process captures the factual circumstances relevant to those exclusions (s 5(3), s 5(4)).

3. Registration:

   • Apply to the Commissioner in the approved form for registration as a short stay levy payer as soon as you identify liability. The Commissioner must register applicants who apply in the approved form (s 14(2)-(3)). You must be registered before the end of the first return period in which you are liable to pay the levy (s 14(4)). Non-compliance attracts fines (s 14(4)-(5)).

4. Set up accounting and pricing:

   • Decide commercial allocation of the levy (guest surcharge versus host fee) and reflect that in terms of service and invoices. The total booking fee definition contemplates that the levy amount may be included in the payable amount but excludes that included levy from the total booking fee calculation where it does not exceed the statutory levy (s 7(1)(c)). Ensure invoices can present separate line items for booking fees, GST and any displayed levy, and that the levy itself is not included in the taxable base for calculating the levy.

5. Currency conversion process:

   • For foreign-currency bookings, convert to Australian dollars using the RBA exchange rate published for the currency on the booking day (or the last published prior rate) before calculating the levy (s 13). Implement a system to capture booking timestamps and the relevant RBA rate.

6. Return periods and filing cadence:

   • Determine whether quarterly or annual return periods apply by reference to the prior year’s relevant booking fees and the $75 000 annual threshold (or the amount as prescribed) (s 15(1)-(2)). Ensure systems can produce returns and calculate liabilities within 30 days after each return period ends (s 16(1)).

7. Record-keeping and declarations:

   • Retain declarations received from persons who assert premises are not short stay accommodation for at least five years (s 19(3)). Ensure declarations contain the information the Commissioner may prescribe or notify (s 19(2)). Maintain booking, payment, conversion, GST and communication records sufficient to respond to Commissioner information requests and to support the calculation of total booking fees.

8. Respond to Commissioner requests and notifications:

   • Comply with information requests from the Commissioner about returns (s 16(3)-(4)). If you cease to be liable in respect of premises and do not expect further liability, notify the Commissioner within the timelines specified (s 17(1)-(2)). Be prepared for possible cancellation of registration by the Commissioner and for the Commissioner to determine premises status contrary to a declarant’s statement (s 18; s 19(4)(a)).

9. Risk allocation in contracts:

   • Contracts between platforms and hosts should address who bears the economic cost of the levy, the process for recovering levies paid to the Commissioner, and indemnities for tax exposure where hosts misrepresent premises status. The Act gives platforms a statutory right to recover amounts from declarants who are found liable after a Commissioner determination (s 19(5)), but commercial agreements should supplement statutory remedies.

10. Monitor exemptions and regulations:

• Track Ministerial orders declaring exempt classes of premises, which must be tabled with a statement of reasons and scope (s 21(1), (4)). Also watch for regulations under s 23 that may prescribe technical details (including possibly altering the annual threshold or prescribing a different levy percentage under s 10(2)(b) and s 15(1)).

11. Reporting transparency obligations:

• Anticipate Departmental publication of municipal-area-level statistics each financial year: number of registered payers, number of bookings where levy applied, aggregate booking value inclusive of levy, and total levy received (s 22(1)-(2)). Ensure internal reporting can produce municipal-level aggregates.

12. Use the Taxation Administration Act framework:

• Because the Taxation Administration Act 1997 governs administration and enforcement (s 8), integrate objection, review and dispute-handling procedures available under that Act into your compliance protocols.

Taken together, these steps require system changes for booking, invoicing, currency conversion, record retention and regulatory monitoring. Design workflows for declarations, for remitting and reconciling levies with payment flows, and for responding to Commissioner information requests within statutory deadlines to avoid penalties (s 16(1), s 16(3)-(4), s 17(2)).
