70C Applications for change of name by or on behalf of a registrable offender (1) A registrable offender must not— (a) apply to the Victorian Registrar to register a change of his or her name under the **Births, Deaths and Marriages Registration Act 1996**; or (b) apply to an Interstate Registrar to register a change of his or her name under a law of another State or Territory that is the equivalent of the **Births, Deaths and Marriages Registration Act 1996**— without having first obtained the written approval of the Chief Commissioner of Police. 1. 5 penalty units. (2) A person must not, on behalf of a registrable offender— (a) apply to the Victorian Registrar to register a change of his or her name under the **Births, Deaths and Marriages Registration Act 1996**; or (b) apply to an Interstate Registrar to register a change of his or her name under a law of another State or Territory that is the equivalent of the **Births, Deaths and Marriages Registration Act 1996**— without having first obtained the written approval of the Chief Commissioner of Police. 1. 5 penalty units.
