#### 23 Initiating process In this Division, a reference to initiating process includes a reference to a process, issued in relation to an offence, that first notifies a person that, in specified circumstances: (a) no further action will be taken in relation to the offence; or (b) liability for the offence may be determined without an appearance by the person before a court.
