139 Directions by Authority The Authority should aim to ensure that any directions it gives to an offender— (a) constitute the minimum interference with the offender's liberty, privacy or freedom of movement that is necessary in the circumstances to ensure the purposes of the conditions; and (b) are reasonably related to the gravity of the risk of the offender re-offending, whether by committing a serious sex offence or a serious violence offence or both or an offence referred to in Schedule 3 or by engaging in any behaviour or conduct that threatens the safety of any person (including the offender).
