20 Recording transactions
(1) A second-hand dealer or pawnbroker must keep, in the form and containing the information required by the regulations, accurate and complete records of every transaction, whether conducted on the business premises or elsewhere, by which the dealer or pawnbroker receives second-hand goods.

(2) A second-hand dealer must keep, in the prescribed form and containing the prescribed information, accurate and complete records of every transaction, whether conducted on the business premises or elsewhere, by which the dealer receives or disposes of scrap metal.
Penalty: 20 penalty units.
