22 Sale of vehicle if odometer replaced or distance altered A dealer shall not, without the written consent of the commissioner, offer or display for sale a motor vehicle if— (a) he or she has replaced, or caused to be replaced, the vehicle’s odometer; or (b) he or she has altered, or caused to be altered, the distance recorded by the vehicle’s odometer.
