The Model Report is also to allow the user (being the holder of the RAW approval or road vehicle type approval) to fulfil that requirement by ensuring that this check is completed by a third party engaged by the user.

Part 2—Form of Model Report

Division 1—Outline of requirements

6 Purpose of this instrument

For the purposes of section 88 of the Rules, this Part sets out the form that a Model Report must take, including the information that it must contain.

7 What a Model Report must include

A Model Report must include the following:

(a) a section (the Vehicle Scope) that:

(i) identifies the road vehicles to which each set of Work Instructions in the Model Report applies; and

(ii) meets the requirements of Division 2; and

(b) Work Instructions that meet the requirements of Division 3; and

(c) except in the case of a Model Report that applies to a trailer with an aggregate trailer mass of more than 4.5 tonnes—a verification checklist that meets the requirements of Division 4; and

(d) a unique document identifier provided by the author of the Model Report for each set of Work Instructions included in the version of the Model Report in question.

Note: There may be multiple sets of Work Instructions where the Model Report relates to more than one variant of a road vehicle. Each time the Model Report is varied, there will be a new version. Accordingly, new document identifiers must be provided for each set of Work Instructions.

Division 2—Vehicle Scope

8 Vehicle Scope—unique identifier

The Vehicle Scope must set out the unique document identifier of the Work Instructions to which it relates.

9 Vehicle Scope—road vehicles entered on the SEVs Register

Where a set of Work Instructions applies to a model, or one or more variants, of a road vehicle that is entered on the SEVs Register, the Vehicle Scope must include the information required by Schedule 1.

10 Vehicle Scope—used two-wheeled or three-wheeled vehicles

Where a set of Work Instructions applies to a model, or one or more variants, of a used two‑wheeled vehicle or used three‑wheeled vehicle that is not entered on the SEVs Register, the Vehicle Scope must include the information required by Schedule 2.

11 Vehicle Scope—trailer with an aggregate trailer mass of more than 4.5 tonnes

12 Vehicle Scope—road vehicle on the RAV that will be subject to second stage of manufacture

Where a set of Work Instructions applies to a model, or one or more variants, of a road vehicle that is entered on the RAV via the type approval pathway and will be subject to second stage of manufacture, the Vehicle Scope must include the information required by Schedule 4.

13 Pre-modification specifications are not required for manufacture

The Vehicle Scope need not include pre-modification specifications in relation to a model or variant of a road vehicle that is to be manufactured in accordance with the Work Instructions.

14 Vehicle Scope—alternative specifications and permissible variations

Vehicle Scope may prescribe alternative specifications

(1) The Vehicle Scope may identify the road vehicles to which a set of Work Instructions applies by setting out alternative specifications in relation to a characteristic of such vehicles.

Permissible variations resulting from rectification of recalls

(2) The Model Report must specify that:

(a) a vehicle manufactured or modified in accordance with the Work Instructions may differ from the final specifications where the difference is the result of rectification action mentioned in section 19; and

(b) a difference of that nature:

(i) does not constitute a variation from the final specifications; and

(ii) does not mean that a modification required by the Model Report has not been carried out correctly.

Note: ‘Final specifications’ is defined in subsection 4(1).

Division 3—Work Instructions

15 Work Instructions—order of implementation

The Model Report must require the steps set out in the Work Instructions to be carried out in the following order:

(a) the checks in section 16 (where applicable) must be performed first; and

(b) the recall checks and rectification action in section 19 must be performed before any modifications are made to the vehicle; and

16 Work Instructions—check that vehicle falls within Vehicle Scope

The Work Instructions must require the user, before modifying a road vehicle in accordance with the Model Report, to do the following:

(a) confirm that the vehicle falls within the Vehicle Scope (pre-modification specifications); and

(b) if the vehicle does not fall within the Vehicle Scope—not proceed to modify the vehicle.

Note 1: The Vehicle Scope will set out the specifications of a vehicle both before and after it has been modified (see Schedules 1 to 4). The former are the relevant specifications for the purposes of this section.

Note 2: Where a vehicle is to be manufactured in accordance with a Model Report, the pre-modification specifications will not be relevant.

17 Work Instructions—component checks

The Work Instructions must require the user, before modifying a road vehicle in accordance with the Model Report, to confirm that the vehicle is fitted with the components, as identified in the supporting information for the application for approval of the Model Report, with which an unmodified vehicle of the relevant model or variant should be fitted.

18 Work Instructions—damage or corrosion checks

(1) Subject to subsection (4), the Work Instructions must set out the steps that the holder of a RAW approval must take to inspect a road vehicle that is to be modified in accordance with the Model Report for damage or corrosion, and repair of damage or corrosion.

Note: Paragraph 65(3)(a) of the Rules requires the holder of the RAW approval to ensure that, before a road vehicle is modified under the approval, the vehicle is inspected for damage or corrosion, and repair of damage or corrosion. Paragraph 66(1)(c) of the Rules requires the approval-holder to keep a record of the results of that inspection.

(2) The Work Instructions must require the holder of a RAW approval to do the following if, after conducting the inspection mentioned in subsection (1), the approval-holder finds evidence of repair of damage or corrosion on the vehicle:

(a) conduct a body alignment test;

(b) seek information about the vehicle’s history.

Note: Subsections 65(3) to (5) of the Rules require the RAW approval-holder, based on that inspection, to determine whether the vehicle exceeds the damage or corrosion limit determined under section 107 of the Rules (where applicable), or whether its structural integrity has been reduced by damage or corrosion. The body alignment test and vehicle history information assist the approval-holder to determine those matters. Where the vehicle does not pass the inspection, the approval-holder must not continue to work on the vehicle (see subparagraph 65(3)(b)(ii) of the Rules).

(3) The Work Instructions must set out:

(a) how to conduct the body alignment test; and

(b) how to obtain information about a vehicle’s history.

19 Work Instructions—recall checks and rectification action

Checks that must be performed in respect of recalls

(1) The Work Instructions must set out:

(a) the checks that the holder of a RAW approval must perform in relation to each vehicle manufactured or modified under the Model Report to identify all applicable recalls issued in the vehicle’s source market; and

(b) how to locate the information required to confirm whether the vehicle has been rectified in accordance with each such recall.

Example: For paragraph (1)(b)—the Work Instructions might direct the holder of the RAW approval to the manufacturer’s website, which provides details of the recall and rectification action required.

Notices that must be given in respect of unrectified vehicles

(2) The Work Instructions must require that, where a vehicle manufactured or modified by the holder of a RAW approval under the Model Report has not been rectified in accordance with a recall mentioned in paragraph (1)(a), the holder of the RAW approval must:

(a) give a written notice to the holder of the concessional RAV entry approval that covers the vehicle (the customer) stating that the recall affects the vehicle, and asking the customer to either:

(i) instruct the holder of the RAW approval to rectify the vehicle in accordance with the recall; or

(ii) instruct the holder of the RAW approval not to proceed with the rectification; or

(iii) advise the holder of the RAW approval of alternative arrangements for rectifying the vehicle; and

(b) notify the holder of the Model Report approval and the Department in writing where:

(i) the rectification would require the holder of the RAW approval to depart from the Work Instructions; or

(ii) the specifications of the vehicle would vary from the final approved specification once the vehicle had been rectified and subsequently modified in accordance with the Model Report.

Carrying out or checking rectification action

(3) The Work Instructions must require the holder of the RAW approval to do the following:

(a) if the customer instructs the holder of the RAW approval to proceed with the rectification—rectify the vehicle to address the issues that led to the recall;

(b) if the vehicle is rectified by a third party—check whether the vehicle has been rectified in a manner that addresses the issues that led to the recall;

Note: The holder of the RAW approval must not present an unrectified vehicle to the holder of an AVV approval for verification. Below is a practical compliance checklist aligned to the Determination’s structure. It is organised for three actors: Model Report authors/applicants, Registered Automotive Workshops (RAW) and verifiers (AVVs). Every citation refers to the Determination.

For Model Report authors/applicants (pre‑approval):

Determine the correct vehicle class and applicable Schedule: SEVs Register vehicle (Schedule 1), used 2/3‑wheeler not on SEVs Register (Schedule 2), heavy trailer >4.5t (Schedule 3) or SSM on RAV via type approval pathway (Schedule 4) (s9-s12; Schedules 1-4).
Prepare Vehicle Scope: include unique document identifier for each Work Instructions set (s8). Populate all pre‑modification fields required by the relevant Schedule (Schedules 1-4, Tables 1), unless the Vehicle Scope is for a vehicle to be manufactured (s13). Populate post‑manufacture/final specifications as required (Schedules 1-4, Tables 2). If seeking approval on a substantial‑compliance basis, clearly identify areas of non‑compliance (Schedules 1-4, Tables 2 item 6; cl 3 of each Schedule).
Determine compliance level and label it correctly as “standard” or “non‑standard” per the legal tests in cl 3 of the relevant Schedule.
Compile ADR evidence and supporting material: Schedule 6 ties deterioration limits to specific ADR evidence. Provide test data, maintenance/service records and any stationary noise test results as required by Schedule 6 entries.
Draft Work Instructions (Division 3 and s20). Ensure instructions:
- Require the scope check and component checks pre‑modification (s15-s17).
- Prescribe damage/corrosion inspection steps, body alignment testing procedures and how to obtain vehicle history (s18(1)-(3)).
- Set out detailed recall checks and the mechanism for locating rectification information in the vehicle’s source market; state the process for written notice to customers and for departmental notification if rectification requires work outside the Work Instructions (s19(1)-(2)).
- Provide each step to reach final approved specification, the sequence, pre/post specifications, qualifications and minimum equipment for each step (s20).
- Include checks required to verify each modification/stage and functional checks for affected systems (s21), and procedure for notice where final specification is not met (s21(3)).
- For used vehicles, include deterioration checks and required remedial steps aligned to Schedule 6 (s22).
- Include odometer checks and supporting material requirements for odometer replacement (s23).
- Where applicable, include consumer information notice preparation and attaching instructions corresponding to Schedule 5, and specify durable/fade‑resistant material (s24).
- Specify the records that must be kept (s25), including photographic evidence, part numbers and test results.
Design a Verification Checklist (Division 4, s27-s33): align it to the Work Instructions and require the scope, manufacture/modification, deterioration (if used vehicle), damage/corrosion, odometer and recall checks; list qualifications and minimum equipment required for each verification check (s28-s33).
Include permutation handling: allow Vehicle Scope to specify alternative specifications and expressly include the permitted rectification variation wording required by s14(2).
Where engaging third parties to perform tasks, include contractual or process controls to ensure the approval‑holder can fulfil the obligations under s5.
Supply photographic evidence and engineering drawings where required by the Schedule (Schedules 1-4 item 28/30/31 etc), and ensure image quality and multiple views to display full underbody/interior/engine compartment as specified.
Submit the Model Report with the required unique identifiers and with ADR evidence to the Secretary as part of the Model Report approval application under the Rules (Schedules notes referencing para 79(2)).

For Registered Automotive Workshops (RAW) and operators using an approved Model Report:

Before any work, confirm the vehicle falls within the Vehicle Scope using the pre‑modification specifications (s16). If it does not, do not proceed (s16(b)).
Conduct component checks to confirm the vehicle is fitted with components identified in the supporting material for the Model Report approval (s17).
Inspect for damage/corrosion per Work Instructions; if repair evidence is found, perform body alignment testing and obtain vehicle history per Work Instructions before proceeding (s18(1)-(3)).
Complete recall checks for the vehicle’s source market before any modification. If recall rectification has not been performed, give the written notice to the concessional RAV entry approval holder (the customer) offering options and notify Model Report approval holder and the Department where rectification would require departure from Work Instructions or would change final specifications (s19(1)-(2)).
Only after recalls are addressed and scope/component/damage checks completed, carry out manufacture/modification steps in the sequence set out in the Work Instructions, using staff with the required qualifications and the minimum equipment specified for each step (s20).
Perform the manufacture/modification checks required by the Work Instructions and, where checks indicate non‑conformance to final approved specification, give written notice to the Model Report approval holder and the Department (s21(1)-(3)).
For used vehicles, run deterioration checks aligned to Schedule 6 and rectify any defects or stop further work until remedied (s22). Pay attention to tyre, lamp, glazing, brake, exhaust, and emission items in Schedule 6.
Ensure odometer accuracy and non‑tampering via checks; obtain and retain supporting material if the odometer is changed (s23).
Prepare and attach the consumer information notice in the exact required form (Schedule 5) for applicable vehicles and ensure it is durable and not removed (s24).
Keep all required records and evidence as specified in the Work Instructions and s25, including the names of personnel who performed each step, time stamps, photographs before and after, test results and part numbers, and retain them as required by the Rules (s25 Note).
If any rectification or repair requires departing from the Work Instructions, notify the Model Report approval holder and Department in writing and do not present the vehicle for AVV verification until matters are resolved (s19(2)(b), s19(3) note).

For Approved Vehicle Verifiers (AVVs) and verification personnel:

Use the Verification Checklist linked to the Work Instructions’ unique identifier (s27). Verify the document identifier matches the set of Work Instructions used by the RAW.
Execute scope checks by comparing the vehicle specifications to the final specifications in the Vehicle Scope (s28).
Perform manufacture/modification checks and confirm that each step has been carried out correctly, and that affected systems are functioning (s29). Confirm any qualifications/equipment required for the checks are present (s29(2)).
For used vehicles, perform deterioration checks consistent with Schedule 6 (s30).
Conduct the damage/corrosion checks and confirm body alignment test results and vehicle history (s31). Request originals or certified copies of body alignment test results and documented history enquiries.
Check odometer functionality and tampering (s32). If odometer has been changed, ensure supporting documentary evidence is present and credible (s23(2)).
Confirm recall identification and that rectification has been performed to address recall issues (s33). If recalls are unrectified, refuse verification until the RAW fulfills s19 requirements.
Record the verification steps and retain copies of the verification checklist and evidence, as they are part of the vehicle’s compliance file.

Administrative and practical notes:

Ensure thread of evidence: from Model Report approval application (author/applicant) to Work Instruction execution (RAW) to Verification Checklist completion (AVV), maintain an unbroken documentary chain; s25 requires evidence of work performed and Part 2 is expressly designed to ensure traceability.
Anticipate state/territory registration checks: advise customers that federal verification under a Model Report does not guarantee registration in every state or territory, particularly for left‑hand drive vehicles or where advanced systems may not comply (Schedule 5).
Keep the Department informed: s19(2)(b) requires notification in specific circumstances; do not assume silence is acceptable.
Use third parties with formal controls: s5 allows delegation but the approval holder remains responsible for ensuring the work is done. Use contractual terms and audit rights to secure compliance.

Following this checklist and aligning documents and evidence to the relevant Schedules and sections will place applicants, RAWs and verifiers in a position to seek and maintain Model Report approvals and to carry out modifications in a manner designed to satisfy the Rules’ approval and verification processes.
