130 When applications for approval of premises can be refused The road transport authority may refuse to approve an application by a person for approval of premises (including renewal of an approval) for a class of vehicles if the authority believes on reasonable grounds (a) the premises are not eligible to be approved for that class; or (b) the applicant is not eligible to apply for the approval.
