145 Taxi fare not payable for avoidable delays
A taxi driver must not ask for payment of a fare for a period when the
taxi is delayed because of—
(a) the taxi breaking down or being involved in an accident; or
(b) anything that the driver could have prevented (including, for
example, a shortage of fuel).
