51 Entitlement to operate taxi services A person is entitled to operate a particular kind of taxi service, in or partly in the ACT, if— (a) the person is accredited under the regulations to operate a taxi service of that kind; and (b) the vehicles used to operate the service are licensed under the regulations as taxis for that kind of taxi service; and (c) the person is either— (i) affiliated with an accredited transport booking service; or
