115 Purpose of powers under pt 9 The powers under this part may be exercised by the road transport authority, a police officer or an authorised person to decide whether— (a) there has been compliance with, or a contravention of, this Act (including, for example, the conditions of an accreditation, taxi licence, rideshare vehicle licence or hire car licence); or (b) a public passenger vehicle complies with the Road Transport (Vehicle Registration) Act 1999.
