72 Application must be approved if not refused The road transport authority must approve an application by a person for the issue or variation of a driver licence under this part (other than a condition variation) if— (a) the person makes an application to the authority under this part; and (b) the authority does not refuse the application under section 70 or deal with the application under section 71.
