97 Notice of refusal to record transfer (1) If the Secretary refuses to record a transfer of registration of a vehicle under this Division, the Secretary must give the applicant for transfer written notice of— (2) Subregulation (1) does not apply if the Secretary has been directed not to record the transfer of registration of the vehicle by the Director, Fines Victoria under the **Fines Reform Act 2014**.
